Management Team

Our team consists of the Fire Chief, two Assistant Chiefs, four Battalion Chiefs, two Division Chiefs, HR Director and Finance Director.

The Deputy Chief and Assistant Chiefs, under direction of the Fire Chief, are responsible for the management and supervision of multiple divisions of the Fire District and each may, per district policy, assume command of the district in the absence of the Fire Chief.

The Support Services Assistant Chief manages the District's Communications Division, all District facilities, including capital improvement projects and maintenance of buildings and grounds. This position also manages the Long Range Planning/Community Development projects and is responsible for Agency Liaison. The Operations Assistant Fire Chief manages the District's operations, including emergency responses, staffing levels, equipment needs and vehicle construction and acquisition. The Operations Assistant Chief, Richard Price can be reached at

The Finance Supervisor manages the District’s Finance Department.   The primary duties include the accounting and budget, cash management and investments, accounts receivable/payable, payroll, attendance, purchasing, risk management, fixed assets and the CAFR.   The Finance Supervisor, Juanita Philapil, can be reached at jphilapil@srvfire.ca.gov or by calling (925) 838-6668


There are two Division Chief positions that are responsible for the day-to-day management of two separate divisions of the District.

• The Division Chief/Training manages the District's Training Division which is responsible for insuring that all District personnel are trained to the highest possible level. The Training Division Chief Derek Krause can be reached at

• The Division Chief/Fire Marshal manages the Fire Prevention Division which provides a wide variety of Fire Prevention services, including Public Education, Inspections, Plan Review, Community Development, Fire Investigations and Weed Abatement. There are also three Shift Commander Battalion Chiefs, one per shift. The three Battalion Chiefs assigned to the Suppression Division each manage one of three Fire District shift groups as a Shift Commander. They are assigned to manage and direct the day-to-day operation of twelve paid fire companies and 4 volunteer fire companies operating from ten fire stations.
